Limiting the physical accessibility for undesirable persons works
preventively against all kinds of crime and fear feelings.

To be labelled as an building, with a certain burgling delay,
each accessible cabinet work element must (windows, doors, …)
have a homogeneous burgling delay capacity, placement included.
It is obvious that all cabinet work elements in a building which
are accessible from outside are protected in an equivalent manner.
To satisfy this, elements which have the same burgling delay,
are chosen.
These type specifications are targeted on the amateur burglar
to make it him as difficult as possible. The tools used in the
European standard corresponding to resistance classe 3 are too
multi-purpose to belong within the toolset of the amateur burglar.
For this reason the emphasis is laid on the first two resistance
classes.

The aim of this risk analysis is to help the occupants and designers
with the appraisal of the measures which they can be taken best
to protect their property against burgling.
The risk analysis allows by means of a simple and
clear checklist, which can be used both at newly built houses
and at adaptations of existing cabinet work, to determine which
risk class the building has. Then by taking into account the existing
risk on burgling, the proper measures can be determined to guarantee
a sufficient resistance against burgling by means of cabinet work.
For the development of the checklist several police forces, architects
and cabinetmakers were consulted and their experiences were properly
taken into account.
